The New Mexico Institute of Mining and
Technology is a recognized leader in science and
engineering education and is a world class center for
research involving energetic materials (explosives and
incendiaries) and countermeasures associated with
deterring explosives attacks and mitigating the
potential destruction associated with such an event.
The Energetic Materials Research and Testing Center (EMRTC)
is a university-affiliated laboratory and is dedicated
to research and development of energetic and explosive
materials. EMRTC also develops tools to analyze
material interactions, including the development and use
of hydrodynamic codes, which have proven to be a very
valuable tool when analyzing explosive reactions.
The EMRTC field testing laboratory is
used to support various large and small scale explosive
experiments to include: fragment projector experiments,
warhead characterization tests, target response to
single and multiple impacts, fragment or debris
distribution studies, vehicle and running engine
experiments, etc. Firing sites can accommodate
detonations of up to 20,000 pounds of explosives.
High speed photography and electronic devices record
data during explosive events.
In June 1998, the New Mexico Institute of
Mining and Technology (NMT) became a member of the
National Domestic Preparedness Consortium and an
integral part of the U.S. Department of Justice’s (DOJ)
State and Local First Responder Training Program.
The Consortium was established by DOJ’s Office of
Justice Programs/Office for Domestic Preparedness (OJP/ODP)
to provide expertise and training to the state and local
emergency response community. It is a partnership
of several nationally recognized public
universities, the Justice Department, and the Department
of Energy that brings together into a singular,
coordinated, and integrated training program the various
entities funding under OJP-ODP’s domestic preparedness
initiative.
Under a cooperative agreement with OJP/ODP,
NMT contributes to ODP’s First Responder Training
Program through the delivery of explosive and incendiary
training to first responder personnel. NMT
provides both an awareness and an operations level
Incident Response to Terrorist Bombings Course.
The awareness level course is taught at state and local
emergency response training centers throughout the
United States and the operations-level course is taught
on site at NMT.

Description:
This 4-hour awareness-level course is
designed to provide basic instruction on weapons of mass
destruction terrorist incidents, with a focus on
explosives and incendiary devices. The course
includes classroom presentations that address potential
terrorist targets in the United States, common military
and commercial explosives available to terrorists,
improvised explosive devices, and response procedures
that support safe and effective operations during bomb
incidents.
The awareness course is designed for law
enforcement officers, fire service personnel, bomb
technicians, ordinance disposal specialists, hazardous
material responders, emergency medical personnel, and
emergency planners.

EMERGENCY RESPONSE TO TERRORIST: BASIC CONCEPTS

Description:
This 1-day course is designed to prepare
first responder personnel to take the appropriate course
of action at the scene of a potential terrorist
incident. The course will provide students with a
general understanding and recognition of terrorism,
defensive considerations (biological, nuclear,
incendiary, chemical, and explosive), as well as command
and control issues associated with criminal incidents.
When an incident occurs, the student will be able to
recognize and implement self-protective measures, secure
the scene, complete appropriate notifications to local,
State, and Federal authorities, and assist in completing
a smooth transition from emergency to recovery and
termination operations.
Selection Criteria:
The primary target audience for this
training includes hazardous materials, fire, and
emergency medical services first responder personnel.
The secondary audience includes law enforcement
personnel, emergency communications personnel,
jurisdiction emergency coordinators, public works
managers, and public health providers.
ACE Recommendation:
In the vocational certificate category or
lower division baccalaureate/associate degree category,
1 semester hour in AAS - Fire Science, EMS Technologies,
Criminal Justice, Emergency Management, or Public
Health.

Course Description:
This 1-day course is designed for the
first on-the-scene responding EMS personnel with the
responsibility to render patient care to victims of
terrorist incidents. The students will be trained
in security considerations, identifying signs of
terrorism, anticipating unusual response circumstances,
assessing information, and initiating self-protection
actions. The students also will apply their
knowledge about responding to a terrorist event,
providing patient care, identifying and preserving
evidence, managing site safety, documenting the event,
and debriefing personnel.
Selection Criteria:
First on-the-scene emergency medical
services personnel who could be career and/or volunteer
firefighters, EMS, industrial contractors, allied health
personnel, and members of the military or other
Government agencies. NOTE.: The medical
protocols for rendering patient care are at the Advanced
Life Support (ALS) level.
ACE Recommendation:
In the vocational certificate or lower
division baccalaureate/associate degree category, 1
semester hour in Fire Science or Emergency Medical
Services.

Description:
This one-day course is designed for the
first on-the-scene responding hazardous materials
technician or persons tho have the responsibility of
developing initial hazardous materials tactical
considerations. The students will be trained in
security considerations, identifying signs of terrorism,
anticipating unusual response circumstances, assessing
information, and initiating self-protection act5ions.
The students also will apply their knowledge about
responding to a terrorist event, managing site safety,
documenting the event, and debriefing personnel.
Selection Criteria:
First on-the-scene hazardous materials
technical-level personnel who could be career and/or
volunteer firefighters, EMS, industrial contractors,
allied health personnel, and members of the military or
other Government agencies with hazardous materials
responsibility.
ACE Recommendation:
In the lower division
baccalaureate/associate or upper division baccalaureate
degree category, 1 semester hour in Fire Science,
Emergency Medical Services, Emergency Management or
Environmental Studies.

Course Description:
This one-day course is designed to build
upon the existing skills of the initial first-responding
supervisor from the Emergency Response to Terrorism:
Basic Concepts course or Emergency Response to
Terrorism: Self-Study guide. The students will be
trained in security considerations, identifying signs of
terrorism, anticipating unusual response circumstances,
assessing information, and initiating self-protection
actions.
Selection Criteria:
Anyone who could serve as the first
on-the-scene officer in a hazardous materials or
emergency medical services incident. Must have a
working knowledge of the Incident Command System (ICS).
Students will not be taught ICS but will be expected to
use ICS during class activities.
ACE Recommendation:
In the vocational certificate or lower
division baccalaureate/associate degree category, 1
semester hour in Fire Science, Fire Protection,
Emergency Management, or Emergency Medical Services.
